Could I use regular (semi-permenant) hair dye to highlight my hair at home?

I've never highlighted my hair before. I have dark, dark brown hair and I was wondering if I could take regular hair dye, put my hair on foil and highlight it that way. I was thinking about giving myself face-framing caramel highlights. I'm going for the sun-kissed hair look.Could I use regular (semi-permenant) hair dye to highlight my hair at home?
