Highlighting hair at home?

I was just wondering did you have to bleach your hair when using l'oreal frost and design or does it naturally come caramel after coloring it?





Plus did it come with a highlighting cap?





If not, do you know what product does come out blond/caramel on very black hair? please help me my grade 9 graduation is coming up and my parents can't afford highlights at a salon :(Highlighting hair at home?
